BIO audit and assurance: Dutch Government Baseline Information Security

The BIO (Baseline Informatiebeveiliging Overheid) is the mandatory security baseline for the Dutch government: central government, municipalities, provinces, water authorities, public bodies and joint arrangements. Noordbeek performs BIO audits and assurance engagements, often combined with ISO 27001. Accredited under Dutch Council for Accreditation, C663.

BIO is no longer advice, it is the norm

For Dutch government organisations, information security is not optional. The Baseline Informatiebeveiliging Overheid (BIO) applies to central government, provinces, municipalities and water authorities. Municipalities account for it every year through ENSIA and report to the municipal council. BIO2, is based on ISO/IEC 27001:2022 and 27002:2022, aligns with Article 21 of the NIS2 Directive and is linked to the Dutch Cybersecurity Act. BIO2 also sets explicit requirements for suppliers, so government contracts and tenders pass BIO requirements on to suppliers as well.

Does this sound familiar?

  • You are a municipality, province or water authority and the ENSIA deadline is approaching.
  • You are a government supplier and ‘BIO compliant’ appears as a tender requirement.
  • You already hold ISO 27001 but do not know how BIO fits in.
  • Your board / council wants assurance that the annual statement is substantively correct.

What the BIO actually is

The BIO is derived from ISO 27001 and ISO 27002 with government-specific extensions. For each control a basic level (BBN1) or higher level (BBN2 or BBN3) is defined, depending on information classification. Topics include risk analysis and classification, policy and governance, personnel and access, physical security, ICT, suppliers, incidents, continuity and compliance. The BIO aligns with the Dutch open-government act, GDPR and NIS2/Cbw.

Who is BIO relevant for?

  • Municipalities (ENSIA, board and council reporting).
  • Provinces, water authorities, joint arrangements.
  • Ministries, agencies and public bodies.
  • Suppliers and SaaS providers serving government clients.
  • Implementing organisations holding government data.

What does a BIO audit deliver?

Independent confirmation of the security level towards regulators, board / council and citizens. Evidence for ENSIA annual accountability. Faster approval in government tenders. Clear prioritisation of improvement areas. And a foundation that aligns seamlessly with ISO 27001 and NIS2 for organisations that want to go further.

Why Noordbeek for BIO?

  • Accredited under C663 for ISO 27001 and NEN 7510: The foundations the BIO is built on.
  • Auditors with government experience: ENSIA, public health audits, provincial audits, Wbni practice.
  • Combine BIO with ISO 27001, NIS2 or NEN 7510 in one combined audit.

Integrity as a Foundation for Public Trust

For Dutch government entities and their critical suppliers, the BIO is the unified standard for information security. Maintaining compliance is essential not only for internal governance but for the integrity of the entire intergovernmental network.

An independent audit from Noordbeek provides verified assurance that your organization meets the mandatory security levels (BBN), ensuring the confidentiality, availability, and integrity of public data.

BIO and the Cyberbeveiligingswet (NIS2)

For many governmental organizations and their essential suppliers, BIO compliance is the operational foundation for meeting the legal requirements of the new Dutch Cyberbeveiligingswet (Cbw/NIS2). Ensuring these two frameworks are aligned is critical to avoiding regulatory gaps and redundant audit efforts.

Rigorous BIO Evaluation

Our audits are specifically designed to address the unique structure of the BIO, which builds upon ISO/IEC 27001 while adding mandatory government-specific controls.

FAQ

Is BIO mandatory?

Yes, for Dutch government. For suppliers it becomes de facto mandatory through tender requirements.

What is the difference between BIO and BIO 2?

BIO 2 is the update closely aligned with the new ISO 27001:2022 and NIS2. The transition runs in phases.

How does BIO relate to ISO 27001?

BIO is based on ISO 27001 with government-specific additions and classification levels. An organisation can demonstrate both at the same time.
